FindomXquisite is correct. but you can't do it from the profile. On your computer, you have to click on COMPOSE in CCmail then enter the recipient's name. Or you can do it from the Mobile app by scrolling down to Recent Contacts or through your Video Session List. Gifts are sent that way too from the mobile app. On the PC, however, if she replies to your ccmail, instead of clicking on Reply, click on the Gift button right next to the reply button, Then you can gift and send message that way

No, I have not. Keep in mind Kyiv had a population of three million before the invasion, so a CC host residing there may not know any other models from Kyiv. And given what many Ukrainians are dealing with every day, contacting a CC member might be very low on the list of priorities. I would not draw any conclusions from her silence.
